Homeschooling in Czech Republic

Legal homeschooling permitted with school approval and mandatory testing.

Homeschooling, known as individual education (individuální vzdělávání), is legal with authorization from the headteacher of an enrolled school under Act No. 561/2004 Coll., the Schools Act. It applies primarily to primary education with pilot extension to lower secondary. Parents must apply in writing, provide educational plans, and ensure the child passes periodic examinations twice yearly.

Key Requirements at a Glance

  • Requires written application to school director with identification of child, duration of individual education, proof of educator's qualifications, and statement from special education center (ŠPZ) where applicable.
  • Permitted on both primary (1st stage) and secondary (2nd stage) of basic school; pre-school individual education also permitted under § 34b since 1 September 2017.
  • School director alone decides authorization based on serious reasons; decision made within administrative discretion of director.
  • Pupil takes examinations at end of each semester (at least twice per year) in all subjects at the assigned school.
  • Director may terminate individual education if material, personnel, or health protection conditions are inadequate, or if pupil fails at end of second semester.
  • Pupil must be educated in accordance with Czech basic education standards; school guarantees methodological and organizational assistance.
  • Compulsory basic education from age 6 to 15 (nine years total) can be fulfilled through approved individual education.
  • School maintains pupil records and reports to authorities; pupil remains member of assigned school.

Legal Framework

Act No. 561/2004 Coll., on pre-school, basic, secondary, higher vocational and other education (Schools Act), as amended. Individual education for compulsory basic education is governed by § 41 (primary and secondary levels of basic school) and § 34b (pre-school). Administered by the Ministry of Education, Youth and Sports (MSMT ČR).
