Legal Framework

Ley 28044 recognizes the modalities of Regular Basic Education (EBR), Alternative Basic Education (EBA), and Special Basic Education (EBE); EBA is oriented to people with incomplete schooling or those needing flexible education, not to parental homeschooling. Distance education exists as a modality but primarily in EBA and higher education. Responsible authority: Ministry of Education (MINEDU).
